21-111 - RFP: Partnership for Downtown Workforce Housing

The City of Springfield recognizes that a vibrant downtown neighborhood requires a diverse population of residents. In the interest of furthering this goal, the City is committed to the creation of workforce housing that is focused on increasing the presence of teaching and educational professionals in downtown Springfield. The City is seeking a partner to recruit educational professionals working in the Springfield Public School System that would be interested in occupying newly renovated housing units in the downtown area.

Workforce Housing Partnership Opportunity

The City is seeking a partner that will recruit teaching and educational professionals employed by the Springfield Public School System to occupy 20 units of newly renovated downtown housing. Said partners organization would be responsible for identifying eligible and interested candidates, and for reviewing the housing opportunity and benefits of downtown living with them. Candidates would then match applicants with available housing units downtown and refer them to a property leasing company for final screening. The partner organization being sought would be responsible for utilizing creative recruiting strategies to identify potential residents within the targeted population.

The selected organization would agree to develop an acceptable pool of interested downtown housing applicants within the targeted workforce population to fill a total of 20 vacant units within an initial six month leasing period. The City and/or Springfield Redevelopment Authority will provide rental guaranty reserve funding up to $71,520, for un-rented reserved units in the event that the targeted number of units aren’t rented by Springfield Public School educational professionals within twelve (12) months. The partner organization would be responsible for contributing $71,520 in matching funding for the same rental guaranty purposes.

The selected organization should make every effort possible to recruit enough candidates to fill the vacant workforce housing units within the first six months, in the interest of achieving the joint public policy goals and to minimize the need for the use of public funding in the project. The Partner organization will be required to coordinate with the City of Springfield, Office of Planning and Economic Development on all workforce housing recruitment activities, and provide regular progress updates on achievement of goals.

Review of Proposals

A Review Committee will be established to review complete proposals and will be composed of representatives from the Springfield Office of Planning & Economic Development, the Springfield Redevelopment Authority and the Springfield School Department.

The City may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events. The Chief Procurement Officer further reserves the right to waive any minor informalities pertaining to any proposals received. The determination of the criteria and process whereby proposals are evaluated, the decision as to who will receive preferred developer status, or whether or not an award shall ever be made as a result of this RFP shall be in the sole and absolute discretion of the City.

The City cannot provide any assistance in assembling a proposer’s team and/or financial analysis cannot be provided.

In order to provide prompt answers to questions, the Chief Procurement Officer request that all proposers submit written questions no later than February 22, 2021 to the Office of Procurement. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement. Questions must be emailed to lstabilo@springfieldcityhall.com and tquagliato@springfieldcityhall.com. The Office of Procurement will respond to questions no later than January 24, 2021.

To maintain a fair and impartial competitive process, the Office of Procurement can only answer written questions. Please avoid private communication with any RFP Committee member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.

Bidders may submit in either of the following ways. All bids will be time stamped and must be received no later than the due date and time.

1. Deliver your sealed bid package with City employee located at a desk at the back by the Pynchon Street entrance to City Hall before the 2:00 PM deadline.

2. Sealed bids can be sent to City Hall through the US Postal Service or other delivery services (e.g. FedEx, UPS, and Courier Service).

It is the sole responsibility of the Proposer to ensure that the proposal arrives on time at the designated place. Late proposals will not be considered and will be rejected and returned.

The submission package proposal must be submitted as follows:

Candidates are asked to mail one (1) original and four (4) copies of both the Basic (non-price) and price proposals along with flash drive. All proposals to be considered must be prepared in accordance with the requirements as specified in this Request for Proposals (herein “Downtown Workforce Housing”) dated January 2021.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 10 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
