21-103 - RFP: Partnership for Downtown Workforce Housing

The City of Springfield recognizes that a vibrant downtown neighborhood requires a diverse population of residents. In the interest of furthering this goal, the City is committed to the creation of workforce housing that is focused on increasing the presence of teaching and educational professionals in downtown Springfield. The City is seeking a partner to recruit educational professionals working in the Springfield Public School System that would be interested in occupying newly renovated housing units in the downtown area.

Workforce Housing Partnership Opportunity
The City is seeking a partner that will recruit teaching and educational professionals employed by the Springfield Public School System to occupy 20 units of newly renovated downtown housing. Said partner organization would be responsible for identifying eligible and interested candidates, and for reviewing the housing opportunity and benefits of downtown living with them. Candidates would then match applicants with available housing units downtown and refer them to a property leasing company for final screening. The partner organization being sought would be responsible for utilizing creative recruiting strategies to identify potential residents within the targeted population.

The selected organization would agree to develop an acceptable pool of interested downtown housing applicants within the targeted workforce population to fill a total of 20 vacant units within an initial six month leasing period. The City and/or Springfield Redevelopment Authority will provide rental guaranty reserve funding up to $71,520, for unrented reserved units in the event that the targeted number of units aren’t rented by Springfield Public School educational professionals within twelve (12) months. The partner organization would be responsible for contributing $71,520 in matching funding for the same rental guaranty purposes.

The selected organization should make every effort possible to recruit enough candidates to fill the vacant workforce housing units within the first six months, in the interest of achieving the joint public policy goals and to minimize the need for the use of public funding in the project. The Partner organization will be required to coordinate with the City of Springfield, Office of Planning and Economic Development on all workforce housing recruitment activities, and provide regular progress updates on achievement of goals.

Program/Project Specific information that includes:

• Organizational structure and demonstration of the capacity of the organization to achieve the partnership goals in the manner described, including experience and qualifications specific how the organizations area of expertise in direct response to the City’s specific partnership needs.

• Proposed outreach and recruitment strategy to target Springfield Public Schools teaching and educational professionals.

• Previous experience conducting comparable real estate outreach and marketing to targeted populations, particularly within downtown Springfield.

• Proof and source of 50% matching funds to secure property owner ability to hold units beyond initial six month leasing period.

The City cannot provide any assistance in assembling a proposer’s team and/or financial analysis cannot be provided.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions no later than January 20, 2021. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement.
Questions must be emailed to Lauren Stabilo, Chief Procurement Officer at lstabilo@springfieldcityhall.com and Tina Quagliato-Sullivan, Director of Disaster Recovery and Compliance at tquagliato@springfieldcityhall.com. The Office of Procurement will respond to questions no later than January 22, 2021.

To maintain a fair and impartial competitive process, the Office of Procurement can only answer written questions. Please avoid private communication with any RFP Committee member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.



The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
