At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on November 4, 2020 through the City’s website (www.springfieldcityhall.com) for no charge.

The City of Springfield seeks qualifications from qualified Architects/Designers to perform design services for the project entitled; “Preservation Plan with Conditions Assessment and Treatment Recommendations for Springfield City Hall”. The Scope of services for Phase I assessment will include, but will not be limited to a review and inventory of building characteristics, materials, and building envelope with construction plans, documents, cost estimating and a proposed timeline schedule to make necessary improvements. The report will focus on the historic properties and characteristics of the City Hall, in particular the windows, building envelope and roof, and will make recommendations for necessary restoration and repairs that are in line with the Secretary of the Interior’s Treatment of Historic Properties.

This site is listed in the State Register of Historic Places, all work must comply with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and the project is being partially funded with a grant from the Massachusetts Preservation Projects Fund; Massachusetts Historical Commission. The Design Fee is to be a fixed fee, not to exceed $60,000.00.

There will be an optional site visit on November 10, 2020 at 2:30 P.M on-site at Springfield City Hall 36 Court Street, Springfield MA, 01103. Please RSVP in advance by contacting Laura Walsh, Senior Parks Project Manager (lwalsh@springfieldcityhall.com).

This RFQ will be conducted pursuant to M.G.L. Ch. 7C§§44-57. Proposers must submit written questions no later than November 18, 2020 at 4:30 P.M. Questions may be emailed (ttheocles@springifeldcityhall.com). Once proposals are received, they must be submitted immediately to MHC for review, and no contract can be awarded until MHC concurs with the designer selection and the MHC contract has been fully executed with the City.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer/Designee reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts, and state law prohibits discrimination
