20-142 - 2020 Roadway & Sidewalk Improvements

2020 Roadway & Sidewalk Improvements-Arterial and Residential Streets including sidewalks at various locations and Fire Department headquarters parking lot.
Bid documents will be available beginning May 13, 2020 by requesting a copy on the City’s website on the Procurement Department page at www.springfieldcityhall.com.
The work shall consist of:
• Milling and Paving of approximately 56,000 +/- square yards of Arterial Streets and associated concrete sidewalk improvements.
• Paving of approximately 63,000 +/- square yards of public Residential Streets and associated concrete sidewalk improvements.
• Reconstruction of approximately 2000 +/- square yards of concrete sidewalk in CDBG areas, including associated Americans with Disability Act improvements.
• Reconstruction of approximately 580 +/- square yards of concrete sidewalk with Department of Utilities TNC Division funding.
• Alternate Bid for reconstruction of approximately 2300 +/- square yards of parking lot improvements at Fire Headquarters on Worthington Street.
• Alternate Bid for Springfield Water and Sewer Commission (SWSC) items for City of Springfield Chapter 90 funded Base Bid items. If the Alternate Bid is accepted by the SWSC, the SWSC will pay the contractor directly for those pay items.
Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Department of Labor Standards and Davis Bacon shall prevail in the execution of the work under awarded contract.
BIDDERS MUST BE PRE-QUALIFIED THRU THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will be providing the City of Springfield with an official contractor bid list for all contractors that are prequalified in the specific class of work, under Highway Construction category with a single contract limit at or above the dollar value of the project. The prequalification office will also provide a list of those contractors who have been granted a waiver by the prequalification committee to bid the project. If company/firm requesting bid is not prequalified under “Pavement Markings” the bid will be given out for informational purposes only.
All questions regarding bid or its specifications must be received by the Office of Procurement no later than May 27, 2020 by 4:00 P.M.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
