20-098 - 2020 Pavement Markings Contract for Department of Public Works

End date: Wednesday May 13, 2020 at 2 p.m.

Bid documents will be available beginning April 29, 2020 at the Office of Procurement. Bidders can also request a copy on the City’s website on the Procurement Department’s page at www.springfieldcityhall.com.

Project Scope of Work includes city-wide repainting of pavement markings, the majority of which are 4-inch wide double yellow centerlines and white shoulders (fog lines). Additionally, the City intends to repaint crosswalks, stop bars, legends, text, and some green bike boxes. Paint removal will also be required.

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Department of Labor Standards shall prevail in the execution of the work under this contract. Estimated total project cost is $165,000.

BIDDERS MUST BE PRE-QUALIFIED THRU THE MASSACHUSETTS DEPARTMENT OF TRANSPORTATION. The Massachusetts Department of Transportation will be providing the City of Springfield with an official contractor bid list for all contractors that are prequalified in the specific class of work, under Pavement Markings category with a single contract limit at or above the dollar value of the project. The prequalification office will also provide a list of those contractors who have been granted a waiver by the prequalification committee to bid the project.

The City of Springfield supports the goal of twenty percent (20%) minority and women participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
