at which time the bids will be publicly opened and read. Bid documents and specifications are available in person at the Office of Procurement during normal business hours or through the City’s website for no charge beginning on 1/29/20. Please refer to the bid number and the opening date when inquiring. This bid is subject to M.G.L. c. 30B § 5.

The City of Springfield, through its Department of Capital Asset Construction, is seeking bids from qualified vendors to enter into an on-call service agreement for Material Testing and Inspection Services. Multiple qualified vendors will be awarded one year agreements with an optional two year renewal, for an estimated value of $200,000.00/year per vendor.

The selected vendor will be responsible for testing and inspection services including but not limited to:
a. Engineering services as required
b. Concrete
c. Structural steel, including reinforcing steel, metal decking and joist
d. Masonry, mortar & grout
e. Bituminous concrete
f. Roofing

The work of this agreement is governed by the prevailing wage rate schedule in the specifications. All bidders are advised that the City of Springfield encourages the use of minority and women-owned business enterprises (“MWBE”) and expects a good faith effort to comply with the City’s goal of twenty (20%) percent MWBE participation.

All questions must be made in writing and received by the Office of Procurement no later than 2/6/20 at 4:30PM in order to be considered (ttheocles@springfieldcityhall.com).

The Chief Procurement Officer/Designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
