This Request for Qualifications will be used to pre-qualify Construction Manager at Risk Firms.

Firms interested in providing Public Construction Manager at Risk (CMR) Services for the Project are invited to submit a Statement of Qualifications ("SOQ") to the City of Springfield. This CMR at Risk services procurement is conducted pursuant to M.G.L. Chapter 149A, contained in Chapter 193 of the Acts of 2004.

This Request for Qualifications ("RFQ") is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. The register of all respondents will be posted; however, responses will not be opened publicly. The City is prequalifying firms interested in providing public CMR services for the project through this RFQ process. City of Springfield will evaluate submitted SOQ’s based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a Proposal in response to a detailed Request for Proposals ("RFP") which will be issued in the second phase of the procurement process.

Only those firms determined to be qualified by the Prequalification Committee will be invited and permitted to submit a proposal in response to the Phase Two RFP. Firms that are not selected as qualified by the Prequalification Committee and firms that do not participate in the RFQ phase will be precluded from participating in the RFP CMR selection phase.

The existing William N. DeBerry Elementary School opened in 1951. It has been deemed structurally unsound due to an inadequate floor structure. The existing Homer Street Elementary School opened in 1898. The building is antiquated and its educational spaces are insufficient for proper facilitation of today’s educational programming. The proposed site for this new consolidated building is the existing DeBerry Elementary School site (670 Union St.) along with the adjacent park land (48 Eastern Ave.). The proposed site is approximately 5.5 acres. The new consolidated building will serve approximately 800 students with an additional 120 Pre-K students. The site provides sufficient space for a three story 155,000 square foot school. Further, the conceptual design meets exterior program requirements for vehicular drop off/pick up, parking, pedestrian access, gathering, outdoor play, service/delivery and emergency access is possible. Since this is a neutral site, the existing schools can remain in use while the new school is being constructed. The two schools will be consolidated into one building but each school will maintain its individual identity. The estimated construction cost is $75 Million. The estimated project duration is 36 Months. The Designer assigned for this project is DiNisco Design, and Owners Project Manager is Skanska USA Building.
The Statement of Qualifications must be signed under pains and penalties of perjury.

The Office of Procurement reserves the right to waive any informality in, or to reject any or all responses, if in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
