at which time the bids will be privately opened and logged at the Office of Procurement.

RFP specifications can be requested in person at the Office of Procurement during normal business hours or through the City’s website, www.springfieldcityhall.com, for no charge beginning on 11/14/19.

The City of Springfield though it’s Department of Parks, Buildings, and Recreation Management (DPBRM) is seeking proposals from qualified individuals, corporations, or business entities (whether for-profit or non-profit) to operate, manage and maintain a food concession facility at the Barney Carriage House and Emma’s Place.

The goals of the beverage concession operations are to: (1) provide first-class beverage services that complement the catering and events at Barney Carriage house and Emma’s Place; (2) provide enhanced quality and value to customers of the Park Department; (3) increase the friendliness and convenience of holding an event at the Park or Emma’s Place, ultimately enhancing the image of the City; (4) optimize beverage concession revenues to the City. The initial term will be for three (3) years to be exercised at the City’s sole discretion.

All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement no later than 11/29/19, 4:30 P.M. in order to be considered (ttheocles@springfieldcityhall.com). Answers to questions will be made through numbered addenda issued by the City.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
