20-030 - Consultant: Qualified Environmental Consultant for Brownfield Economic Development Program

The City of Springfield has been awarded a $300,000 Brownfield Assessment Grant ($200,000 for hazardous and $100,000 for petroleum) by the U.S. Environmental Protection Agency (EPA). This grant is a continuation of Springfield’s Brownfield Assessment program whose goal is to conduct brownfield assessments for sites potentially contaminated with petroleum products and hazardous substances. The City of Springfield’s Brownfield Program is seeking to identify and review known contaminated sites located within throughout Springfield; identify sites for potential assessment; designate up to 2 sites for Phase I environmental site assessments (ESA) and up to 7 sites for Phase II ESAs; and evaluate cleanup alternatives on 5 properties. The City of Springfield is seeking a Qualified Environmental Consultant (QEP) with municipal client experience, familiar with urban environments to carry out necessary tasks within the Brownfield Assessment Initiative.

The City of Springfield is soliciting proposals from qualified environmental consultants to assist The City in the following areas: environmental site assessment, environmental risk assessment, quality assurance project plans, groundwater and soil sampling, other media sampling as appropriate (e.g. soil vapor/air, building materials, etc.) remediation strategies, clean-up and reuse planning, cost estimates, community outreach, and public presentations.

The Brownfield grant awarded to the City contains all financial resources to be used for this project. Approximately $300,000 ( approximately $ 100,000 for petroleum and $ 200,000 for hazardous substances) will be available for Brownfield Consultant work at this time, additional funding may be available as the program progresses. The Brownfield Consultant activities are being conducted as part of City of Springfield’s grant program, which will remain in effect through 2021. The Consultant will work under the direction of the City of Springfield’s Office Planning & Economic Development and will work in collaboration with other City representatives, City departments, neighborhood organizations, the Massachusetts Department of Environmental Protection (MassDEP) and property owners and developers. The EPA and MassDEP will be reviewing, if applicable and receiving reports on program activity throughout the lifetime of the grant.

The intent of Springfield’s Brownfield Initiative is to support community efforts to generate and implement creative strategies in redeveloping brownfield sites. The City of Springfield will c o n t i n u e to focus on creating a prioritized list of brownfield sites which will then be marketed to developers for redevelopment projects. In addition, the combined Hazardous Substances and Petroleum Assessment Grant will allow the City to evaluate if a site is a brownfield, and if so the extent of contamination, and the cost of the remediation work necessary to make these sites more attractive to potential developers.

The City of Springfield is interested in retaining a qualified Consultant to assist City of Springfield staff in the implementation of our Brownfield’s Assessment Program.

Consultant assistance is needed in the following area:

1. Aiding City staff to inform community groups, residents, and other stakeholders of brownfield, and the benefits that redevelopment and reuse of these sites may offer communities economically and socially;
2. Assist staff in identifying known and potential brownfield sites;
3. Assistance with securing access agreements with property owners;
4. Designate sites for assessment using pre-determined selection criteria;
5. Conduct, where necessary, approximately two (2) Phase I (screening) ESAs;
6. Conduct, where necessary, approximately seven (7) Phase II (detailing) ESAs. An EPA approved QAPP is required prior to commencing Phase II field work;
7. Creation of Brownfield approximately two (2) clean-up/reuse plans;
8. General technical assistance;
9. Assessment, Cleanup and Redevelopment Exchange System (ACRES) reporting; and
10. Submit final reports to EPA and MassDEP.

The Consultant will work on Phase I and Phase II ESAs. The Consultant will be required to complete Phase I and Phase II ESA property Eligibility Forms and input data into the ACRES database. The Consultant will be required to submit one hard copy and one digital copy of Phase I and II ESAs to The City of Springfield, EPA, and the MassDEP. All Consultant work will be supervised and managed by the City of Springfield’s Office of Planning & Community Development. All Phase I ESAs must be completed in accordance with All Appropriate Inquiry (AAI) and ASTM 1527-13. The Consultant will also be responsible for assisting the City with Massachusetts Contingency Plan (MCP, 310 CMR 40.0000) compliance and reporting as needed.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
