Request for Proposals (RFP) Auctioneer Services; Auctioning of Tax Possession Properties

At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on June 17, 2019 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hour for no charge.

The City of Springfield seeks qualification and price proposals from qualified firms for Auctioneering Services for properties acquired through the tax title foreclosure process pursuant to Chapter 60 of the Massachusetts General Laws. Services include; property selection, site visitations, open houses, seminars, communication with interested parties, auctions and reporting. The term of the Contract shall be for One (1) year and will be for an amount not to exceed $50,000.00. The City will also retain Two (2) one-year in length renewal options, to be exercised at the City’ sole discretion. This RFP is governed by MGL 30B § 6.

Proposers must submit written questions by June 26, 2019 at 4:30 P.M. Questions may be faxed or emailed (ehand@springfieldcityhall.com). The Office of Procurement fax number is (413) 787-6295.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer/designee reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
