at which time the proposals will be publically opened and read at the Office of Procurement.
The City of Springfield invites all interested, qualified persons or firms capable of providing the requested goods, to submit bids for the purchase and delivery of toilet tissue. This IFB is subject to M.G.L. c. 30B.
The City will award one Contractor to the Vendor that provides the lowest cost of the goods to the City. The initial term of the Contract will be one year, but will contain two (2) one-year in length renewal options, to be exercised at the City’s sole discretion. Bid documents can be requested through the City’s website; www.springfieldcityhall.com or in person (during normal business hours) beginning on March 4, 2019.
The toilet tissue being sought must meet the following specifications; Morcon Valay 1 ply toilet tissue, 7/8” core, 4X4.5 width, 2500 sheets per roll, 24 rolls per case, or equivalent products of a better value. Any products must fit the existing dispensers with a core size of 7/8” or the vendor will be responsible for the cost of the removal, replacement, and installation of new dispensers. Estimated value of the contract is not to exceed $50,000.00 per year. Contract will be for one year with two one-year in length renewal periods.
The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all proposals if it is in the public interest to do so.
All questions regarding the IFB or its specifications must be received by the Office of Procurement on or before March 12, 2019 by 4:00 PM prior to deadline for proposal submittals.
