19-094 - Request for Proposals for Community Preservation Coordinator

The City of Springfield is seeking proposals from qualified individuals, to provide administrative services to assist the City of Springfield’s Community Preservation Committee with preparing for meetings, posting agendas, distributing information to the committee members and City Clerk, along with preparing reports. Work is performed under the supervision of the Community Preservation Committee.

The City is seeking a contract term of one year, with a thirty day termination notice. Bid is for one year starting March 1, 2019 – February 28, 2020 with the option to renew for two (2) additional one (1) year term(s).

The hours of work required are approximately 15-19 hours per week. Administrative work is to be performed by the coordinator at home in addition to attending scheduled committee meetings. Salary is estimated at $20.00 -$28.00 dollars per hour.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. All questions regarding bid or its specifications must be received by the Office of Procurement no later than close of business on February 5, 2019. The successful proposer will have a detailed combination of the following experience:

1. Leadership and familiarity with the Community Preservation Act and
applicable state and local laws, policies, and programs.

2. Project management, research and organizational skills.

3. Excellent computer skills with strong working knowledge of Word, Excel, PowerPoint.

4. Proficient in social media, including but not limited to Twitter, Facebook and
Instagram.

5. Strong communication (verbal and written), and customer service skills; ability to work with a range of stakeholders and public.

6. Working knowledge of office management principles and practices, and computer systems and equipment used by the committee.


• Experience and Education

1. Associates degree; additional qualification or higher degree of education would be considered an advantage.

2. Three to five years’ experience in housing and community development, public administration and finance/accounting, grant management, or community planning, in a municipality, state or other public agency, or private sector in which the position was directly related to and required a similar skill set.

3. Demonstrates leadership and familiarity with the Community Preservation Act and applicable state and local laws, policies, and programs.

4. Exemplary planning, organization and time management skills.

5. Excellent computer knowledge with strong working skills in MS Word, Excel, PowerPoint.

6. Proficient in social media, including but not limited to Twitter, Facebook, Instagram. Strong communication (verbal and written), and customer service skills; ability to work with a range of stakeholders and public.

7. Working knowledge of office management principles and practices, and computer systems and equipment used by the committee. Although, the majority of the coordinators job will be working from home.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
