19-026 - Temporary Housing Services

The City of Springfield issues this request to Bidders who have an interest in providing the City with temporary housing for individuals and families displaced by the active de-leading of their housing unit(s) under the Massachusetts Lead Law and in association with the City’s Healthy Homes rehabilitation program.

The Vendor agrees to place individuals and families under a City Agreement in a unit which shall be acceptable by the City. The Vendor must provide placement of individuals and families at a specified location during normal business hours Monday - Friday. The Agreement will be for the period beginning September 1, 2018 and ending September 1, 2019. The City reserves the right, at its sole discretion, to renew the Agreement for an additional one (1) year term. The City reserves the right to enter into contract with more than one bidder. The City hereby requests sealed bids in accordance with Massachusetts General Laws Chapter 30B, § 5.

The Vendor must provide to the City proof, showing that the facility is licensed as a hotel or motel as authorized by law to provide lodging to individuals and families. Individuals and families will be placed in available facilities based on criteria established by the Office of Housing.


Vendors must be a hotel or motel and provide the City with the name, address, telephone number, and e-mail address of the facility, along with the number of units available for rent.

Vendor’s facilities must meet the following minimum qualifications:

1. Must be located within five miles of the boundary of the City; and

2. Must be located within five blocks of a bus line; and

3. Must have a minimum of two rooms available until 6:00 p.m. Monday-Friday; and

4. The facility must have a sink, commode, and a shower (or bath tub) available in each
room; and

5. The room rate charged the City must not exceed the rates charged to general public; and

6. Vendor shall provide documentation, submitted as an attachment to Bidder Information
Form, showing that they have successfully established and maintained a facility for a
period of not less than three (3) years prior to the date of this bid.


7. The Vendor must provide to the City proof, as an attachment to the Bidder Information
Form, showing that the facility is licensed as a hotel or motel as authorized by law to provide lodging to individuals and families. Individuals and families will be placed in available facilities based on criteria established by the Office of Housing.

8. The Vendor must submit the cost per room, on a daily, weekly and monthly basis. The cost per room may not exceed the rates charged to the public and shall list any discounts in the rates provided to the public or to the City. (see lodging rate form.)

9. Vendor shall not be delinquent to the City in any monies in the form of previously incurred real estate taxes, water/sewer charges, motor vehicle excise taxes, personal property taxes, parking tickets, or any other indebtedness.

10. Vendor shall not have any outstanding Code Enforcement or Board of Health cases pending against said property. The City reserves the right to inspect the facilities prior to awarding the contract, and at any point throughout the duration of the contract without advance notice.

11.The Contractor shall at all times during the Contract maintain in full force and effect Employer's Liability, Worker's Compensation, and General Liability Insurance, including
contractual liability coverage. All insurance shall be by insurers and for policy limits acceptable to the City of Springfield

12. The Vendor shall maintain an office staffed by regularly employed supervisory and service personnel during regular business hours.




The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
