19-003 - RFP: Enterprise Application Developer

End date: Tuesday June 26, 2018 at 2 p.m.

Bid documents will be available at no charge beginning June 11, 2018 at the Office of Procurement, during normal business days, Monday through Friday between 8:30 AM and 4:00 PM. Bidders can also request a copy on the City’s website on the Procurement Department’s page at www.springfieldcityhall.com. Please refer to the bid number and the opening date when inquiring.

This Request for Proposal is in accordance with M.G.L. Chapter 30B.

The City of Springfield acting by and through its School Department wishes to obtain the services of qualified contractor to act as an Enterprise Application Developer. The contractor shall be responsible for designing, coding, testing, de-bugging, deploying, maintaining, and documenting software applications and data processes as further specified in the RFP package.

The contractor shall bill the Springfield Public Schools monthly, on an hourly basis, for services provided at days and times to be mutually agreed upon by the Contractor and the SPS Director of Information Systems. Estimated cost is $100,000.00 per year.

The term of the contract shall cover the time period between July 1, 2018 and June 30, 2019. This contract shall include an option to renew for two additional one-year terms.

The proposer shall submit evidence of the following qualifications:
- Demonstrated successful experience with City of
Springfield School Department systems, databases,
and systems integration
- Experience with payroll systems migration
- Experience with Tyler MUNIS Payroll System, City of
Springfield Payroll
- Experience with City of Springfield Budget/Funding
Procedures and Coding
- Experience with PowerSchool
- Thorough understanding of the School Department’s
custom applications
- 10 + years experience with application development
and systems integration

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts.
