19-002 - Ashmun, Dale & Marble Streets Roadway Improvement Project

Project Scope: The City of Springfield is seeking to hire a contractor to provide roadway improvements to Ashmun Street, Dale Street, and Marble Street, located in Springfield’s South End. The work will consist of full depth roadway construction, small sections of pavement milling & overlay, construction of concrete sidewalks, wheelchair ramps, driveways, drainage improvements, granite curbing, landscape trees and pavement markings.

The project consists of one Base Bid and one Alternate Bid.

A pre-bid conference will be held on Tuesday, June 26, 2018 at 10:30 a.m. at the Department of Public Works, 70 Tapley Street with a site visit to follow. All questions regarding bid or its specifications must be emailed to lstabilo@springfieldcityhall.com no later than June 29, 2018 by 4:00 P.M.

Bid documents will be available for pick-up at www.biddocsonline.com on June 20, 2018 (may be viewed electronically and hard copy requested) or at Nashoba Blue Inc. at 433 Main Street, Hudson, MA 01749, (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40 per set for UPS Ground or $65 per set for UPS Overnight, payable to BidDocs ONLINE Inc. to cover mailing costs.

Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 30 section 39M. The conditions of employment and wage rates, as set forth by the Massachusetts Division of Occupational Safety shall prevail in the execution of the work under this contract.

Contractor must agree to pay Davis Bacon or Prevailing wage rate wherever applicable. The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so. The City of Springfield REO applies to this project.

In order for a bid to be deemed valid, the Contractor must be prequalified by the Massachusetts Department of Transportation in the specific class of work with a single contract limit at or above the dollar value of the project.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
