19-001 - RFP: CONSULTANT SVS FOR INITIATION OF MPAC ACCREDITATION

The City of Springfield through the Springfield Police Department Policy Review Unit seeks proposals for an expert(s) to conduct an extensive review of the SPD’s policies, procedures, rules and regulations in order to develop a comprehensive manual to ensure certification with the Massachusetts Police Accreditation Committee (MPAC.)

The essential elements of the accreditation process entail an onsite evaluation by a selected group of peers and a decision by an independent commission that the agency is worthy of accreditation.

In order to be a MPAC certified agency the SPD must meet defined standards established by MPAC. These standards reflect the best professional practices in police management, administration, operation and support services. The accreditation process involves five phases: application, self-assessment, pre-assessment, onsite assessment and the commission review and maintenance of compliance.

Consultant is to develop a comprehensive draft report that incorporates current
department policies, compliance with industry recognized best practices, and
meets the standards of MPAC for the Springfield Police Department. A draft report
will be provided to the SPD at an agreed upon date for review prior to finalization in WORD and PDF format.

Final Report
Consultant will submit a final report incorporating necessary changes and edits no
more than thirty (30) days after the draft report has been approved by the SPD.

All questions properly submitted to the City will be responded to no later than 4:00 p.m., on June 20, 2018. Responses will be sent in the form of an email and copied to all potential respondents that have requested a copy of this RFP through the Procurement Office.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
