19-001 - RFP: CONSULTANT SVS FOR INITIATION OF MPAC ACCREDITATION
End date: Monday June 25, 2018 at 2 p.m.The City of Springfield through the Springfield Police Department Policy Review Unit seeks proposals for an expert(s) to conduct an extensive review of the SPD’s policies, procedures, rules and regulations in order to develop a comprehensive manual to ensure certification with the Massachusetts Police Accreditation Committee (MPAC.)
The essential elements of the accreditation process entail an onsite evaluation by a selected group of peers and a decision by an independent commission that the agency is worthy of accreditation.
In order to be a MPAC certified agency the SPD must meet defined standards established by MPAC. These standards reflect the best professional practices in police management, administration, operation and support services. The accreditation process involves five phases: application, self-assessment, pre-assessment, onsite assessment and the commission review and maintenance of compliance.
Consultant is to develop a comprehensive draft report that incorporates current
department policies, compliance with industry recognized best practices, and
meets the standards of MPAC for the Springfield Police Department. A draft report
will be provided to the SPD at an agreed upon date for review prior to finalization in WORD and PDF format.
Final Report
Consultant will submit a final report incorporating necessary changes and edits no
more than thirty (30) days after the draft report has been approved by the SPD.
