18-131 - On-Call Services for Clean Up and/or Board & Securing Various Properties
End date: Wednesday May 2, 2018 at 2 p.m.The City of Springfield is requesting bids for cleanup and/or securing of various properties throughout the City of Springfield, this is to include mowing, clearance of vegetative debris and overgrowth, debris removal and boarding and securing of vacant buildings.
The Office of Housing issues this Request for bids to contractors who have an interest in furnishing all equipment and labor for cleanup and/or securing of various properties as required by the Office of Housing.
The City hereby requests sealed bids for cut/cleaning, clearing, debris removal and boarding and securing services for the period August 1, 2018 to July 31, 2019. The City reserves the right at its sole discretion to renew this Agreement for an additional two (2) one (1) year terms.
The Contract is a Unit Price Agreement with a “Not-to-Exceed Fixed Amount” of One Hundred Ten Thousand Dollars ($110,000.00) per year. Contract shall be awarded for one year with the option to renew for two (2) one-year ($110,000.00) extensions at the discretion of the City of Springfield. The contract services detailed will be awarded up to two vendors.
Bids must be submitted with a bid deposit in the amount of five percent (5%) of the bid amount. Bid deposits shall be made payable to the ‘City of Springfield” in the form of a bid bond or certified check, treasurer’s check or cashier’s check issued by a responsible bank or trust company.
All bids shall comply with the Employment Requirements and Minimum Prevailing Wage as set forth by the Massachusetts Commissioner of Labor and Workforce Development Division of Occupational Safety and the Division of Capital Asset Management and Davis Bacon Wages for this trade. This bid is being ruled by MGL Chapter 30, section 39M.
The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
All questions regarding bid or its specifications must be received by the Office of Procurement business no later than five (5) (April 24 2018) days prior to deadline for proposal submittals.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
