18-110 - Redevelopment of Two (2) Parcels on Lower Worthington Street

The City of Springfield is requesting proposals for the redevelopment of the parcels known as NS Worthington Street (12535 – 0006 & 12535 - 0008). The parcels are located in the Metro Center Neighborhood consisting of two (2) separate parcels for a total area that consist of 5,179 square foot.

The two properties were acquired by the City - in 1978 lot 12535-0006 was acquired via the Commonwealth of Massachusetts and in 1999 lot 12535–0008 was acquired via tax title. The two parcels are both zoned as Business C. The properties are in the Metro Center neighborhood of Springfield, also known as Downtown Springfield.

The specific location is located at the Western End of an effort to create a “Downtown Dining District” – a concept that is part of the 2014 Worthington Street master plan. That plan helped gain the district being named one of the first MassDevelopment Transformative Development Initiative (TDI) Districts in the Commonwealth. TDI is a designation that has come with it targeted programs, funding resources and staff from MassDevelopment, all working with local partners to advance the redevelopment plans for this district.

The TDI plan for this district is focused on innovation – whether it is in technology, food, retail, or housing. The concept behind the Downtown Dining District is to attract established restauranteurs to the downtown area. The district is a prime location for restaurants with the additional commuter traffic through Union Station, the additional residents living in downtown, and the thousands of new visitors MGM will bring to Springfield each day.

Design/Use Criteria

The City will consider any proposals of any use consistent with zoning and will give special attention to proposals that provide uses that will be beneficial to the concept of a Downtown Dining District and the overall goals of the Transformative Development Initiative (TDI) district.

The City will also give special attention to proposals that provide immediate improvements to streetscape. The city wishes to make the district more walkable – improvements that include new landscaping/trees, removal of existing barriers to pedestrians, removal of visual barriers into the site, improvements for pedestrians and bicyclists, etc. are encouraged. The site has great vehicle visibility and the city believes improved streetscape will be beneficial to the appearance and success of the dining district.

Proposed Price

The assessed values of the properties are:

• Property ID: 12535-0006 - $73,600
• Property ID: 12535-0008 - $86,100

The city will consider any bids for the properties, however proposers should explain reasoning should bids be less than the assessed values. Proposers are encouraged to make their best financial offer.

The City is ONLY considering bids for both properties and will not consider offers for single properties.
