Sealed bids for a Prime Contractor contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 §44 E (4) as amended and other applicable statutes.

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM EST on February 28, 2018, at which time they will be publicly opened and read.

Project includes the factory construction and delivery of two (2) ballistic rated security booth structures to serve as Springfield Police Department kiosks. The kiosks to be delivered and set in-place by the vendor on foundations located along Main Street in downtown Springfield, MA.

Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com on February 14, 2018 (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail handling costs.

The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
All questions regarding bid or its specifications must be made in writing and received by the Office of Procurement by February 21, 2018, (contact; ttheocles@springfieldcityhall.com). The City of Springfield goal of twenty (20%) MWBE participation applies. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
