At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on December 20, 2017 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours.

The City of Springfield seeks qualification and price proposals from qualified Public Works Design/Engineering Professionals to perform services for the project entitled; “Rehabilitation of Main Greeting Road and Swan Pond Outlet”. The scope of services shall include the design of repairs and rehabilitation of the Main Greeting Road embankment and the Swan Pond outlet structure and conduit to meet recognized performance standards for such infrastructure including but not limited to the Massachusetts Office of Dam Safety, FEMA, and the U.S. Army Corps of Engineers.

Services shall also include the necessary survey, permitting and coordination with other interested parties. Basic Services specifically include, but are not limited to survey, landscape architecture, civil engineering, drainage and roadway design, cost estimating, preparation of construction documents; bidding and administering of the Construction Contract Documents, related services.

There will be an optional site visit on January 11, 2018 at 2:00 P.M. Proposers are strongly encouraged to attend the site visitation on site at Forest Park Main Greeting Road, located at the Main Entrance to Forest Park off Sumner Avenue. The Design Fee is to be a fixed fee, not to exceed 10% of the Estimated Construction Cost. Estimated Construction Cost is not to exceed $3,000,000.00. This is Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City. Proposers must submit written questions no later than January 12, 2018 at 4:30 P.M.

The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.

No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
