18-073 - E-Waste Disposal for Department of Public Works

The City of Springfield, acting by and through its Department of Public Works, will accept bids from qualified parties for providing a disposal/recycling center to take computer monitors, televisions, other cathode ray tube (CRT) devices, unsorted electronic equipment and white goods containing Freon for the Department of Public Works (DPW). The DPW collects these items at curbside from residences in the City.

The goal of this contract is to provide recycling/disposal services for unsorted electronics and metals collected by the City as part of the residential bulk collection program. There is no guarantee of the quantity of computer monitors, TV’s, or other electronics in any load or during the term of the contract. The services provided under this contract will be for bulk quantities. The scope will not require the contractor to collect quantities from small municipal offices, drop-off programs, etc.

Each bidder must supply a description of their proposed recycling/disposal process for the unsorted electronics and CRT mix. Recycling means materials such as plastic, ferrous and non-ferrous metal, glass and other raw materials are separated and delivered to processors for marketing as raw materials for new value-added products. These descriptions should demonstrate the bidders capacity to service the contract by describing the recycling/disposal process used, the staffing, and the markets the bidder has identified for each end product (e.g. resale, repair, parts salvage, scrap recycling, export).

If requested, bidders must provide documentation that they have the technical and financial wherewithal to recycle/dispose of up to 100 tons per year of electronics in an environmentally sound manner either on their own or through their sub-contractors.

Submission of Bids:

Bids delivered to the Office of Procurement will be accepted until the bid deadline of Thursday, December 14, 2017 at 2:00pm. Bids shall be delivered in an envelope labeled ‘E-Waste Disposal 2018”. The outside of the sealed envelope should also contain the complete contact information of the bidder.
