18-061 - Consultant: Initiation of MPAC Accreditation Certification

The City of Springfield through the Springfield Police Department Policy Review Unit seeks proposals for an expert(s) to conduct an extensive review of the SPD’s policies, procedures, rules and regulations in order to develop a comprehensive manual to ensure certification with the Massachusetts Police Accreditation Committee (MPAC).

The essential elements of the accreditation process entail an onsite evaluation by a selected group of peers and a decision by an independent commission that the agency is worthy of accreditation.

In order to be a MPAC certified agency the SPD must meet defined standards established by MPAC. These standards reflect the best professional practices in police management, administration, operation and support services. The accreditation process involves five phases: application, self-assessment, pre-assessment, onsite assessment and the commission review and maintenance of compliance.

There are two levels within the Massachusetts program—certification and accreditation. Certified departments must be in compliance with 168 mandatory standards. The second level within the MPAC program is accreditation. This requires the department to meet an additional 98 mandatory standards, as well as a minimum of 79 optional standards, based on agency size, in order to receive that recognition. At this time the SPD is only looking to be certified by MPAC. Attached to this document is a list of MPAC’s Program Standard Chapter Headings. The MPAC’s Assessment Checklist 5th Edition Standards are available upon request in the Office of Procurement.

Any Proposer submitting a proposal in response to this RFP shall submit one (1) original unbound, five (5) bound copies and one (1) flash drive copy of the Technical Proposal and in a separately sealed envelope Proposer must submit one (1) original Price Proposal along with five (5) copies no later than 2:00 P.M. on Wednesday, December 6, 2017 to:

All Price Proposal information shall be sealed SEPARATELY from the Technical (Non-Price) Proposal.

Proposals must be received at the Procurement Office no later than 2:00 p.m. EST on December 6, 2017. The deadline will be strictly observed.

All questions properly submitted to the City will be responded to no later than 4:00 p.m., on December 1, 2017. Responses will be sent in the form of an email and copied to all potential respondents that have requested a copy of this RFP through the Procurement Office.

Proposals shall be delivered by U.S. Mail, Federal Express or other such service or by hand. Delivery by facsimile is prohibited. It is the Proposer’s sole responsibility to ensure that its proposal is received at the proper location at or prior to the deadline.

As provided in M.G.L. c. 30B, § 6, the proposals shall not be opened publicly, but the City shall cause them to be opened in the presence of one or more witnesses at the time specified above. Until the completion of the evaluations, or until the time for acceptance specified above, whichever occurs earlier, the contents of the proposals shall remain confidential and shall not be disclosed to competing Proposers.

At the opening of proposals, the City shall prepare a register of proposals which shall include the name of each Proposer and the number of modifications, if any, received. The City may open the price proposals at a later time, and shall open the price proposals so as to avoid disclosure to the individuals evaluating the proposals on the basis of criteria other than price.


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
