The City of Springfield invites qualified persons or firms capable of providing the required products, to submit bids for the Fabrication and Installation of Wayfinding Signage. The City is considering the selection of a sign fabricator for the implementation of wayfinding signs within the City limits. A Wayfinding Plan has been created outlining the different types of signs and locations.

The purpose of this work is to fabricate and install a permanent way-finding system that builds on the temporary Downtown/Metro Center Way-finding system. The goal of the permanent way-finding system is to aid and improve the experience of residents, tourists, and visitors in the core of our urban center. The primary emphasis of this way-finding system will focus on pedestrians and bicyclists in the design of a comprehensive way-finding system. The designed way-finding system also addresses existing streetscape conditions that were not conducive to the effective installation of a new way-finding system. This new system provides needed wayfinding guidance for users that will connect them to vital Downtown/Metro Center attractions, destinations, entertainment venues and other civic/cultural amenities.

Springfield’s Downtown/Metro Center neighborhood is experiencing a surge of investment with a number of new projects underway and nearing completion. This includes the Union Station Intermodal Transportation Center, which opened in June 2017, the Transformative Development Initiative (TDI), new market rate housing and the MGM Springfield Resort/Casino, which is planned to be open in September 2018. , These projects will bring considerable new retail, employment, housing, and entertainment opportunities to the Downtown/Metro Center and it is especially important that the City now implement this new wayfinding system to capitalize on the new energy and to help improve the pedestrian experience for both residents and tourists alike.

The Wayfinding System will inform residents and tourist of the many civic and cultural venues throughout the Downtown. These include the City’s Cultural District, Connecticut Riverwalk and Bikeway, Downtown parks, hotels, attractions, entertainment venues and historic resources.

The Target Area includes the Downtown/Metro Center district of the City of Springfield, bounded by the Connecticut River to the west, Byers Street to the east, Liberty Street to the north and Union Street to the South.

The Target Area is one of the region’s largest employment centers and is home to a growing residential community. With roughly 8000 employees, 6800 residents, and thousands of annual visitors, Springfield’s Downtown/Metro Center is the, cultural, civic, and economic heart of the Pioneer Valley Region.

This Invitation for Bid represents the requirements for a closed but competitive process. Bids will accepted until 2:00pm Eastern Standard Time (EST) December 13, 2017. Any bids received after this date and time will be returned to the sender. All proposals must be signed by and official agent or representative of the company submitting the proposal.

City staff and project advisors will arrange a final selection process that will select the most responsive and responsible bidder based on excellent related project experience as well as the most competitive pricing.


The City reserves the right to accept or reject any bids based upon the following:

• Compliance with the provided bid package including ability to complete all scope of work.
• Understanding of the Project
• Experience with similar projects:
• Depth and breadth of experience and qualifications for personnel assigned
• Cost

The City reserves the right to negotiate a final agreement for project scope and fees subject to the consent of Mayor and Chief Financial Officer.

Interested bidders may attend a pre-bid conference meeting held at the Office of Planning and Economic Development Conference Room, 70 Tapley Street, Springfield MA 01104 on Wednesday, December 6, 2017 at 10:00AM where the Downtown/Metro Center Pedestrian Wayfinding Signage Implementation will be presented and discussed. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
