SEALED REQUESTS FOR QUALIFICATIONS FOR:

General Contractor and Filed Sub Bidder Prequalification for City of Springfield Culinary and Nutrition Center – City RFQ No.18-020;

This Request for Qualifications will be used to pre-qualify the following Trade Contractors:

Roofing and Flashing, Miscellaneous Metal, Acoustical Tile, Tile, Painting, Plumbing, Heating, Ventilating and Air-Conditioning, Electrical Work, Elevators, Masonry, Fire Protection and General Contractors;which shall be used to prequalify the trade and general contractors and to submit bids issued under Mass. Gen. Laws Ch. 149A, sec. 8. This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. The names of all responders will be posted, however, responses will not be opened publicly. The City of Springfield through its Trade Contractor Prequalification Committee is prequalifying firms interested in providing public Trade Contractor services on this project through this RFQ process. The City of Springfield’s Culinary and Nutrition Trade Contractor Prequalification Committee will evaluate submitted Statements of Qualifications (“SOQs”) based upon the identified evaluation criteria and points set forth below and only those firms obtaining the required minimum points will be deemed prequalified. Only those respondents deemed prequalified will be invited to submit a bid in response to a Request for Bids (“RFB”) which will be issued in the second phase of the procurement process.

Participation in the RFB Bidding Phase of this Project will be limited to ONLY those Trade Contractor firms who have submitted a SOQ (and required supporting documentation) in response to this RFQ and that have been deemed prequalified by the City of Springfield. Trade Contractors that fail to respond to this RFQ and fail to submit an SOQ with the required supporting documentation by the Submission Deadline set forth herein, and Trade Contractors that have not been deemed prequalified by the City of Springfield shall be automatically disqualified from bidding on this Project.
The proposed project is expected to include approximately 2.964 acres, and the area of the facility is anticipated to at 75 Cadwell Drive = 57,000 GSF. Work includes but is not limited to: repaved and expanded parking area, a new generator, new underground grease trap and oi/water separator, a reworked loading dock area, a new elevator, replacement of the two existing stairs, and reinforcing of the structural steel frame to accommodate new HVAC equipment on the roof. Exterior improvements include repainting the masonry façade, adding insulation to the interior side of the exterior masonry walls, new prefabricated aluminum canopies and replacement of all existing exterior doors and windows, roof replacement, new mechanical systems – plumbing and HVAC, and new electrical systems including service upgrade.
The Statement of Qualifications must be signed under pains and penalties of perjury.

No questions regarding the RFQ will be accepted after 4:30 PM, August 23, 2017. Questions must be submitted to the attention of Theo Theocles, Deputy Procurement Officer. The Chief Procurement Officer reserves the right to waive any informality in, or to reject any or all responses, if in the public interest to do so.
