Invitation for Bids No. 17-160; On-Call Elevator Maintenance, Testing, and Repairs

at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning May 26, 2017, at the Office of Procurement from 9:00 A.M. to 4:30 P.M., or through the City’s website; www.springfieldcityhall.com. Please refer to the bid number and opening date when requesting. A Massachusetts DCAM Certificate is required for all bidders.

The City is seeking Contractors to furnish all necessary supervision, labor, materials, tools and equipment necessary to perform regularly scheduled maintenance and inspections, general and regency repairs, and mandatory annual full load tests, including annual inspections.

The elevator and chair lift services that will be performed are included in this agreement and their recommended maintenance frequencies are identified in this Agreement. It will be the responsibility of the Vendor to ensure that the services performed under this agreement are in compliance with CMR 524, Board of Elevator Regulations, re: practical test as required by Massachusetts General Law c. 143, section 64(8.01(1)).

The City intends to award a single contract for these services to the lowest responsible and eligible bidder(s). The estimated value of the contract(s) is $975,000.00 per year. The initial term of this contract will be for One (1) year, but will include Two (2) one-year in length renewal options.

All questions regarding bid or its specifications must be received by the Office of Procurement by June 8, 2017 at 4:30 P.M. The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates apply.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
