Request for Proposals for: Redevelopment of Upper Worthington Street Parcels – Per Bid No. 17-146
RFP will be received until 2:00 P.M. (EST) on: June 20, 2017 by: Chief Procurement Officer, Lauren Stabilo at the Office of Procurement in City Hall, 36 Court Street, Room 307 Springfield MA 01103.
Bid documents and specifications will be available at no charge beginning Wednesday, May 16, 2017 at 9:00 AM at the Office of Procurement or requesting a copy on the City’s website www.springfieldcityhall.com.
The City of Springfield is requesting proposals for the redevelopment of the property known as Upper Worthington Street Parcels. The property is located in the Metro Center Neighborhood and the property consists of six (6) distinct parcels totaling 46,698 square feet.

The property consists of six (6) continuous parcels which are all zoned Business A. This information was attained from the City’s Assessor’s office. The property is situated between vacant parcels on three sides.
All bidders are buying property subject to all current zoning and building restrictions. The City makes no representations regarding success of any variances, zone changes and/or specials permit applications.
The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
