17-138 - Natural Gas Retail Agent (Gas Broker) for the City’s Municipal Buildings

The City of Springfield is looking for guidance and assistance in making energy procurement decisions, for Natural Gas.

The City is interested in procuring stable and predictable prices for natural gas supply, scheduling the procurement of such supply contracts when market conditions are favorable, monitoring the performance of such contracts.

This Invitation is being issued by the City of Springfield in order to solicit proposals from a natural gas retail agent/consultant to assist the City in meeting its objectives.
The initial term of the Contract will be one year, but will contain two (2) one-year renewal options, to be exercised at the City’s sole discretion.

The selected natural gas retail agent shall solicit price quotations, at the request of City, from a number of qualified and responsible suppliers for natural gas (ENERGY) and make a recommendation for the selection of a supplier for Gas to the City of Springfield. The selected agent shall be a consultant and shall meet or exceed, and provide evidence of the following:
The City is seeking an energy agent shall meet or exceed, and provide evidence of, the following:

1. Corporate statement describing the expertise of the company in the provision of Natural Gas.

2. Corporate statement describing for how long the company has been providing the same natural gas procurement services for cities similar in volume consumption.

3. Commit to remain the City’s exclusive agent after the procurement process to be accessible to perform certain other services as needed over the course of the agreement

4. Provide the last five (municipal natural gas retail agent/broker procurement contracts signed by the company. For each of the signed contract list report:

a. Annual usage of Kwh and Therms
b. Kwh and Therms unit price obtained
c. Length of contract
d. Contact name, email and phone number of each of the five (5) referenced municipalities.

5. Describe the ongoing tasks/services to be provided after the procurement phase to the City of Springfield such as add/remove accounts/ billing issues, and disputing unforeseen charges, among other reasons.

6. Describe the services that will be provided to the City of Springfield during the procurement process.

7. Copy of the Agents’ License servicing the account for Natural Gas from the DPU, along with documentation of technical ability to procure and deliver natural gas.

8. Describe the ongoing support your company will provide the City with the local Utility companies (Columbia Gas, Northeast Utilities, etc.) and suppliers to resolve and reconcile billing errors.

9. Explain how you will provide the City with an itemized bill each month for your services. Energy suppliers pay gas brokers directly and City has found hard to maintain and monitor records of broker payments.

10. Submit a sample of periodic projections, and reports on energy market trends, that your company provides.

11. Qualifications, experience risk management philosophy and compatibility of personnel that will be assigned to the City account.

12. Bidder’s experience and capabilities providing similar services to large municipalities.

13. Staff Experience and capabilities:

a. Experienced of Lead Account Manager
b. Experience of Staff

14. Respondent must provide at least three (3) references for natural gas retail agent services in Massachusetts for projects of similar size and scope of this RFP


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
