Request for Proposals for: Redevelopment of 135-155 Lyman Street – Per Bid No. 17-132

RFP’s will be received until 2:00 P.M. (EST) on: May 23, 2017 by: Chief Procurement Officer, Lauren Stabilo at the Office of Procurement in City Hall, 36 Court Street, Room 307 Springfield MA 01103.
Bid documents and specifications will be available at no charge beginning Wednesday, April 19, 2017 at 9:00 AM at the Office of Procurement or requesting a copy on the City’s website www.springfieldcityhall.com.
There is one building on this site and it was constructed in 1910. The building sits on two lots 135 and 139 Lyman St. The two lots have different zoning (see below) and the building has six floors and a basement and the total area of the building is approximately 29,750 square feet. The total area of all parcels including the empty lots total 20,002 square feet. The area for the individual lots is outlined below. The city envisions the property’s location just steps from the refurbished Union Station as an excellent opportunity for Transit Oriented Development (TOD) or other projects that make use of the strategic location of Lyman Street.

The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
