17-122 - Redevelopment of 22 Ridgewood Place

Introduction

The City of Springfield is requesting proposals for the purchase and redevelopment of the vacant lot at 22 Ridgewood Place (10195-0006). The City will entertain all offers.

Environmental Issues, Property Conditions & Restrictions

The property is being sold “as is” and the City makes no representations regarding the structural or environmental conditions. The selected developer accepts the property “as is” with no exception. All new construction is required to go through Site Plan Review by the City Office of Planning and Economic Development. Approval of new construction will be at the sole discretion of the City of Springfield.

The property is located within a local historic district, any new construction will need to be reviewed and approved by the Springfield Historic Commission.

All proposed re-uses should comply with existing Residence A zoning requirements.

The City will only consider re-uses that involve parking for abutting and/or residential use, greenspace, open space and residential, single-family re-use. Additionally, the City will also consider proposals that split the lot into more than one parcel for single-family, residential, new construction.

Proposals that involve new housing construction, but that do not involve owner-occupancy, will not score as advantageously as proposals that include owner occupancy for new housing construction.

Abutters that purchase vacant lots for additional parking, greenspace and/or accessory uses will be required to legally combine the lot with their existing property to create one parcel, unless an exception is allowed by the City.

The City has not made and does not make any representation or warranty as to any matter affecting or relating to the property, including but not limited to the physical condition thereof, and the selected developer acknowledges that no such representation or warranty has been made and agrees to take the property in “as is” condition on the date of this agreement. The City shall not be liable or bound in any manner by any statement, representation, or information pertaining to the property which may have been furnished to the developer by any of the City’s employees, attorneys, agents, servants, or other persons.

Additional Information

A review committee will be established to review complete proposals and will be composed of representatives from the Springfield Planning Department, Office of Community Development/Disaster Recovery/Housing, City Treasurer, Economic Development Department and neighborhood representatives.

The Chief Procurement Officer may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events. The Chief Procurement Officer further reserves the right to waive any minor informalities pertaining to any proposals received. The determination of the criteria and process whereby proposals are evaluated, the decision as to who will receive preferred developer status, or whether or not an award shall ever be made as a result of this RFP shall be in the sole and absolute discretion of the City.

If a nonprofit organization is chosen preferred developer, it will be expected to enter into an agreement with the City to make an annual in-lieu-of-tax payment, the amount of which will be calculated as follows:
(Assessed Value Per Thousand) x (Tax Rate) x (Fifty Percent)

The proposer selected shall make the annual payment in lieu of tax payment commencing in the fiscal year of the closing and all subsequent fiscal years.

This Request for Proposals is for the real property only. All contents of the property and any personal property therein may not be included in this sale at the discretion of the City of Springfield.

All bidders are buying property subject to all current zoning and building restrictions. Changes to the use of the property may require a variance. The City makes no representations regarding success of variances and/or specials permit applications.

Note: The assessed value number was prior demolition of structure. Demolition is now complete and the property has not been reassessed in its current state as a vacant lot.

Pre-Proposal Assistance

Assistance in the completion of a submission including any assistance in assembling a development team and/or financial analysis cannot be provided.

In order to provide prompt answers to questions, the Chief Procurement Officer requests that all proposers submit written questions one week prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement not later than April 19, 2017. Questions may be faxed or emailed. The Office of Procurement will compile written answers which will be mailed back to all Proposers who requested a copy of the RFP, no later than April 21, 2017.

To maintain a fair and impartial competitive process, the Chief Procurement Officer can only answer written questions. Please avoid private communication with any municipal employee or RFP committee member from the release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined herein may be disqualified.
