City Hall Annex Air-handler & Condensing Unit Replacement

I. Date of Solicitation for Quotes

A. Available: March 6, 2017

B. Quote Submission Due Date/Time: Written quotes will be accepted until March 29, 2017 at 2:00 P.M. EST. Quotes must be in writing and should be emailed to: jcarignan@springfieldcityhall.com, CC: ttheocles@springfieldcityhall.com.

II. Description of Goods/Services:

A. The Department of Parks, Buildings, and Recreation Management- Facilities Division (Parks) is issuing this quotes solicitation for City Hall Annex Air-handler & Condensing Unit Replacement.

B. Disassemble, remove & disposal of two (2) air-handling units & associated condensing units from 2nd floor mechanical room & roof, respectively. Includes but not limited to:

1. Disconnecting all electrical and refrigeration piping to units.
2. Reclamation of refrigerant contained in two (2) 15 ton condensing units and associated piping.

C. Installation & commissioning of two (2) new 7.5 ton air handlers & associated condensing units in mechanical room & on roof, respectively. Includes but not limited to:

1. Trucking of equipment on day of crane work.
2. Placing new condensing units on roof.
3. Piping of four (4) sets of refrigeration lines to new condensing units utilizing industry standards.
4. Two (2) sets shall be piped to new condensing units.
i. Pipes shall be charged with manufacturer recommend refrigerant.

5. Two (2) sets shall be future refrigeration lines.
i. Pipes to be capped and pressurized with nitrogen to 20 psi holding charge.
iii. All piping shall be nitrogen purged with brazed joints per industry standard.
iv. Lines shall be nitrogen pressure tested to 300 psi for twenty four (24) hours prior to charging.
6. Connection of ductwork and condensate lines.
i. Ductwork & insulation to be supplied by contractor.

D The City of Springfield shall provide the following:

1. All electrical connections and work.
2. All refrigeration and hanger materials.
3. All crane work, police duty and permits.
4. Contractor shall coordinate and work with city trades peoples as needed.

C. Site Visit/Walkthrough

There will be a site visit, on-site at City Hall, 36 Court Street on 3/21/17 at 9:30 A.M. Site Visit Contact: Walter Hite, available at 413- 886-5279.

III. Questions/Clarifications

A. All Questions must be made in writing and must be received no later than 3/22/17, 4:30 P.M.

IV. Contract Details

A. The Total amount of the contract awarded through this solicitation shall not exceed an amount of Twelve Thousand Dollars and 00/100 ($12,000.00).

B. The term of this contract shall not exceed One (1) year in length.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
