At which time the Proposals will be privately opened and read. RFS documents and specifications will be available beginning on March 15, 2017 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hours for no charge.

The City of Springfield (The “Owner”) is seeking the services of a qualified “Owners Project Manager” (OPM) as defined in Massachusetts General Laws Chapter 149§ 44A ½© and as further defined by provisions stated in the RFS to provide Project Management Services for the design, construction, demolition, addition to and/or renovation of the Brightwood School, which is currently located at 471 Plainfield Street, Springfield, MA 01107.

The City of Springfield is requesting the services of an OPM to represent to Owner during the feasibility study phase of the contract, which may be amended to include continued Project Management Services through schematic design, design development, construction documents, bid and award, construction, and final closeout of the Proposed Project. The estimated total project costs of an approved Proposed Project may range from $30,000,000 to $70,000,000 depending upon the solution of the agreed upon by the Owner and the MSBA and ultimately approved by a vote of the MSBA Board of Directors.

The complete RFS may be obtained beginning March 15, 2017 electronically by contacting Theo G. Theocles, Esq, Deputy Procurement Officer, via email at ttheocles@springfieldcityhall.com or through the City’s website; www.springfieldcityhall.com between the hours of 8:30 A.M. to 4:30 P.M.

All questions must be made in writing and received by the Office of Procurement no later than March 29, 2017 at 4:30 P.M. in order to be considered.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
