All parties interested in submitting proposals for the operation of a food and beverage concession (hereinafter referred-to as the “concession”), at the Franconia Golf Course are invited to do so in accordance with the following:

It is essential that the City of Springfield retain the services of a professional concessionaire with adequate background to operate a food and beverage concession and related services, described herein, in a manner such that the Springfield residents will be provided with service areas that are professionally managed, expertly maintained, and properly staffed. Therefore, the Request for Proposal process will enable the City to apply appropriate ratings to the individuals whose expertise in the operation restaurant/clubhouse services is beyond the minimum number of years of expertise depicted herein. The price offered in the proposals will be a factor in evaluation of the proposals but will not be the sole basis for award.

The concession area is required to be properly outfitted by the Concessionaire and meet all applicable requirements of law, including building and health/safety codes and regulations. The concession is expected to be prepared and open by a date to be established by the DPB&RM after selection of a Concessionaire but no later than the Sunday prior-to April 1, unless such a later date is specifically approved by the DPB&RM.

The Concessionaire shall be responsible for the design, purchase and installation of any necessary equipment for the concession. The Concessionaire shall be responsible for the security of the concession facility and surrounding area as well as for the necessary replacement of Department equipment located therein. The Concessionaire shall include a schematic plan with its proposal and give particulars to that service area (i.e. for the interior and exterior of the concession.)
