17-105 - License and Operate Food and Beverage Concession at Franconia Golf Course
End date: Monday February 27, 2017 at 2 p.m.This is a Request for Proposal (RFP) issued by the City Springfield to secure the provision of a Concessionaire to provide food and beverage operation at the Franconia Golf Course, located at 619 Dwight Road, Springfield Massachusetts 01118. This concession will be for the benefit of the players and the public. This bid falls under Massachusetts General Laws M.G.L Ch. 30B and other procurement statues.
All parties interested in submitting proposals for the operation of a food and beverage concession (hereinafter referred-to as the “concession”), at the Franconia Golf Course are invited to do so in accordance with the following:
The Department of Parks, Buildings, and Recreation Management, is seeking proposals from qualified individuals, corporations or business entities (whether for-profit or non-profit) to operate, manage and maintain a food concession facility at the Franconia Golf Course in Springfield, Massachusetts. The successful proposal will, at a minimum, provide affordable, high-quality food and beverage items for consumption in a Club house environment during a minimum operating season of April 1 through November 30, daily (seven days a week). Please note that the dates may be adjusted by mutual agreement of the parties.
It is essential that the City of Springfield retain the services of a professional concessionaire with adequate background to operate a food and beverage concession and related services, described herein, in a manner such that the Springfield residents will be provided with service areas that are professionally managed, expertly maintained, and properly staffed. Therefore, the Request for Proposal process will enable the City to apply appropriate ratings to the individuals whose expertise in the operation restaurant/clubhouse services is beyond the minimum number of years of expertise depicted herein. The price offered in the proposals will be a factor in evaluation of the proposals but will not be the sole basis for award.
The concession area is required to be properly outfitted by the Concessionaire and meet all applicable requirements of law, including building and health/safety codes and regulations. The concession is expected to be prepared and open by a date to be established by the DPB&RM after selection of a Concessionaire but no later than the Sunday prior-to April 1, unless such a later date is specifically approved by the DPB&RM.
The Concessionaire shall be responsible for the design, purchase and installation of any necessary equipment for the concession. The Concessionaire shall be responsible for the security of the concession facility and surrounding area as well as for the necessary replacement of Department equipment located therein. The Concessionaire shall include a schematic plan with its proposal and give particulars to that service area (i.e. for the interior and exterior of the concession.) Said plans will be subject to DPB&RM approval.
The Concessionaire shall operate and have available the ability to accept credit/debit cards by major providers for payment for all products sold upon commencement and through the duration of the contract.

PRE-Proposal Site Visit
There will be a Pre-Proposal Site Visit for this Request for Proposal at the Golf Course -619 Dwight Road, Springfield MA 01108 on Tuesday, February 21, 2017 @11:00 a.m. Attendance is not mandatory but it is highly recommended.
