At which time the proposals will be privately opened, logged, and read. RFP documents and specifications will be available for in person pickup during normal business hours at the Office of Procurement beginning on November 16, 2016, or through the City’s website: www.springfieldcityhall.com for no charge.
The City of Springfield is seeking proposals for a consultant to assist the City in overseeing and managing two clean energy projects being partially funded by the City’s CDBG-NDR program. Consultant would assist the City in overseeing grant budget and making sure contract stays up to schedule and within budget.
Work will include reviewing invoices to ensure consistency with specifications and work completed, as well as attendance at construction meetings to monitor project progress as directed by the City. Baystate is responsible for all design and construction work necessary to construct the Combined Heat and Power Plant. However, due to Baystate being a sub-recipient for state and federal funding from the City, the City will be required to monitor and ensure compliance with applicable Local, State and Federal regulations throughout the duration of the project.
The estimated value of the contract is not to exceed $200,000.00. The term of the contract is for a period not to exceed Three (3) years, or whenever the project is complete, whichever sooner.
The Chief Procurement Officer reserves the right to reject any or all proposals. All questions regarding this Request for Proposals or its specifications must be received by the Office of Procurement no later than November 23, 2016, by 4:30 P.M. The City strongly supports the goal of 20% M/WBE participation on all City projects.
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
