At which time the bids will be opened and read. Bid documents and specifications will be available at no charge beginning September 14, 2016 in person at the Office of Procurement or through the City’s website for no charge.

The Springfield School Department is seeking to lease space in which to operate its Professional Development Center (PDC). At a minimum, the City is seeking to lease approximately 8,650 square feet of space. The lease space to be utilized for the Professional Development Center must be able to accommodate a number of variously sized conferencing rooms totaling approximately 7,725 square feet of space, with related administrative and support functions of approximately 925 square feet of space.

The City expects that most spaces will require various levels of renovation and improvement in order to meet the minimum criteria herein. To the extent that renovations or improvements are required, they will be the landlord’s sole responsibility. The landlord shall ensure that any design, construction, reconstruction, alteration, remodeling or repair of the space, whether prior to or during the lease term, complies with all applicable laws relating to the design, construction, reconstruction, alteration, remodeling or repair of a building by a public entity in the Commonwealth of Massachusetts. All costs of compliance must be built into the lease price.

The City is seeking a 10-year lease for the desired space, with two (2) renewal terms of five (5) years each, for a total lease of twenty (20) years.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
