At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available beginning on September 7, 2016 in person at the Office of Procurement or through the City’s website; www.springfieldcityhall.com during normal business hour for no charge.

The City of Springfield seeks qualification and price proposals from qualified Design Professionals to perform the project entitled; “Springfield Public School Culinary and Nutrition Center”. The site of this project will be at an existing building located at 75 Cadwell Street in Springfield, MA.

There will be an optional site visit on September 14, 2016 at 10:00 A.M. at 75 Cadwell Street, Springfield, MA. Proposers are strongly encouraged to attend the site visitation. The Design Fee is to be negotiated, not to exceed 10% of the ECC. Estimated Construction Cost is between $4 Million.

Springfield Public Schools is working with Department of Capital Asset Construction (DCAC) to study and develop plans for a Culinary and Nutrition Center to be located in an existing building at 75 Cadwell Street, Springfield, MA. The proposed use for the facility is for the support of the Springfield Public Schools (SPS) food services operations, including warehouse storage, staff offices, food preparation kitchen, and prep/support space. The total square footage of the facility is approximately 56,500 square feet, including the second floor office area.

Proposers must submit written questions seven (7) days prior to the RFQ response deadline, or September 20, 2016. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
