16-196 - RFP: Research Partner

I. Introduction

The City of Springfield is seeking to contract with a single qualified consultant, either an individual or a firm (hereinafter referred to as the “Research Partner”) to serve as the Research Partner for the City’s ongoing Byrne Criminal Justice Innovation (BCJI) Program in the South End neighborhood in Springfield, Massachusetts.

The Research Partner will lead a cross-sector management team in an action research process to deepen its understanding of neighborhood crime drivers and creating and evaluating the team’s strategies to address these issues. The Research Partner will assist the cross-sector management team throughout the entire grant period.

II. Background

Launched in 2012, the Byrne Criminal Justice Innovation (BCJI) program was created as part of the Obama Administration’s larger National Neighborhood Revitalization Initiative efforts to help local and tribal communities develop place-based, community-oriented strategies to change neighborhoods of distress into neighborhoods of opportunity. The BCJI program is focused on supporting data-driven, comprehensive responses to crime in some of the country’s most troubled communities. Grants are provided to cross-sector partnerships seeking to address the drivers of crime in persistent “hot spot” locations which are thwarting progress towards neighborhood revitalization.

The City of Springfield was awarded a BCJI grant in October 2013 to address crime in the Hollywood section of the South End Neighborhood. The funding opportunity under which the City was awarded these funds is available at: http://www.grants.gov/web/grants/view-opportunity.html?oppId=213393.

The BCJI grant provided funds for planning and implementation. Springfield’s implementation plan was approved in March 2015, and implementation started shortly thereafter. In spring 2016, Springfield determined that its strategy needed a “reset.” As part of this process, the City is receiving on-site technical assistance from the Local Initiatives Support Corporation (LISC) and is selecting a new Research Partner to support the initiative.

III. Scope of Work

The BCJI Program Research Partner will provide research and analytic support beginning June 15, 2016 through the remainder of the grant. While the original grant period is set to expire September 30, 2016, Springfield expects that the grant will be extended to September 30, 2017. There are sufficient funds to support this extension and the grant-provided technical assistance provider has recommended the extension.

Specific areas of assistance will include:

• Reviewing hot spots and other crime related data identified in the grant application and correlating Implementation Plan;
• Deepening the cross-sector partnership’s analysis of crime drivers, local needs and available resources to address those needs;
• In collaboration with the cross-sector partnership and neighborhood residents, develop strategies that address the local drivers of crime;
• Assist with collection of data and tracking performance measurement;
• Assist in preparation of quarterly grant reports;
• Share knowledge from research and evaluation literature; and
• Assess and report on program implementation and plan for sustainment of effective strategies.

The Springfield Police Department will make available crime data and internal data analysis to the Research Partner.

d. Grant Period: June 15, 2016 – Sept. 30, 2016 (Sept. 30, 2017 anticipated)

V. Total Funding Available: Not to Exceed $100,000
a. Funds will be available on a reimbursable basis. Reimbursement requests will be submitted on a quarterly basis.
b. The grantee must submit quarterly cost expenditure reports.
c. This grant does not require matching funds.

VI. Instructions and Conditions

a. Limitations
By publishing this Request for Proposals (RFP), the City of Springfield does not commit itself:
1. To award a contract.
2. To pay any cost incurred by any applicant in the preparation of the proposal submitted.
3. To procure a contract for services or supplies.

The City reserves the right, solely in its best interest:

1. To accept or reject any or all proposals received.
2. To negotiate the scope of the services for an accepted proposal.

b. Proposal Format and Submission Requirements

Separate, sealed written proposals containing price and non-price proposals are due no later than May 31, 2016 by 2:00 p.m. Any proposals received after this time and date will not be considered and will be returned unopened to the proposer. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
