At which time the bids will be opened and read. Bid documents and specifications will be available at no charge beginning March 16, 2016 at 9:00 AM at the Office of Procurement.

23-29 St. James Boulevard (Parcel 11172-0089) - Bid No. 16-150
This Request for Proposals has been developed to permit maximum flexibility to potential developers. Developers are requested to provide their own development concept plan consistent with surrounding land uses. The property consists of a single parcel and zoned as "Business A "and "Residential A", according to the City Assessor's office. The lot is approximately 3,028 square feet. It is a commercial building with three units: a pizza shop, a convenience store that is in the process of opening and one unit is currently vacant. Property assessed at $274,000.00
The property is viewable from the public sidewalk. Any proposers wishing to enter the property should coordinate with the City's project manager, Tom Mathews at 413.787.6665 or tmathews@springfieldcityhall.com. No proposers should enter the property without prior city permission.

In order to provide prompt answers to questions, the CPO requests that all proposers submit written questions seven (7) days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement. Questions may be faxed or emailed to Lauren Stabilo, CPO at lstabilo@springfieldcityhall.com .

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
