At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available for in person during normal business hours at the Office of Procurement beginning on March 3, 2016 or through the City's website; www.springfieldcityhall.com for no charge.

The Owner is seeking the design services of a Massachusetts licensed architect to provide designs, specifications and construction administrative services through the design development, construction document, bidding, and construction and closeout phases of this potential project.

The City of Springfield has allocated funding for the replacement of existing flooring finishes in the tunnels within the Gerena German Community School. The existing flooring materials consist of VCT and other rubber flooring types. Due to the moisture rich environment, only one specific flooring material, a porcelain tile with a rubber membrane directing water to a small channel for evaporation, has proven resilient. It is the intention of the City through the DPBRM to remove all existing materials, prepare the concrete base floor to a finish state and install this resilient flooring system in two sections of the tunnel which have proven difficult to maintain. ‘

The Design fee will be negotiated, and is not to exceed 10% total Estimated Construction Cost for this project, which is estimated to range from $200,000.00 to $400,000.00 depending on the solution that is agreed to between the City and Designer, and approved by the City Council.

All interested parties should attend a briefing session/site walkthrough at scheduled for March 16, 2016 at Gerena German School, at 10:00 A.M. All proposers must submit written questions by 3/17/16. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295.

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
