16-144 - RFP: Management of School Food Services Program for Springfield School Department

End date: Monday April 4, 2016 at 2 p.m.

The City of Springfield, acting through the Chief Procurement Officer of the City is issuing this Request for Proposals to Food Service Management companies who have an interest in providing the City's School Department with complete School Food Services. The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B, § 6.

Requests to receive a copy of the RFP must be accompanied by a non-refundable deposit of $50.00 in the form of a certified or bank check made payable to the City of Springfield.

A Mandatory Pre-Proposal conference will be held in the Central High School cafeteria on Wedneday, March 9th, 2016 at 8:30am. Vistitation to the folllowing locations with transportation will be provided. Proposers should arrange to have more more than four (4) people for participation in site tours.

The City is interested in receiving proposals from companies that have demonstrated experience by currently providing school food service management services.

Demonstration of the ability to successfully operate a program the approximate size,
scope and demographics of Springfield Public Schools by identifying at least
one (1) school foodservice program currently operated by a Proposer in a city
of similar enrollment size (20,000 plus students), student deomographics and scrope of
foodservice operations in the Northeast. Demographic information for the City of

Vendors who request a clarification of the RFP requirements may submit written questions via email to the CPO, Lauren Stabilo at lstabilo@springfieldcityhall.com by close of business Wednesday, March 16, 2016. Written responses of all questions will be provided to all vendors who have requested an RFP. Responses to questions submitted by vendors will be sent to all vendors no later than end-of-day Wednesday March 23, 2016.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The CPO reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
