16-133 - RFP: Youth Services Provider

I. Introduction

The City of Springfield, (hereafter "City"), acting by and through its Office of Procurement and the Office of Housing, wishes to obtain the services of one or more qualified youth-service organizations (hereafter "Youth Service Provider") to develop and manage afterschool and summer youth programs and services for residents of the South End neighborhood in Springfield, Massachusetts during the period April 1, 2016 through September 30, 2016.

II. Background

Launched in 2012, the Byrne Criminal Justice Innovation (BCJI) program was created as part of the Obama Administration's larger National Neighborhood Revitalization Initiative efforts to help local and tribal communities develop place-based, community-oriented strategies to change neighborhoods of distress into neighborhoods of opportunity. The BCJI program is focused on supporting data-driven, comprehensive responses to crime in some of the country's most troubled communities. Grants are provided to cross-sector partnerships seeking to address the drivers of crime in persistent "hot spot" locations which are thwarting progress towards neighborhood revitalization.

The City of Springfield was awarded a three-year BCJI grant in October 2013 to address crime in the Outing Park section of the South End Neighborhood. The City's application noted that the Outing Park area is a crime hot spot, and is believed to serve as a local and regional market for drugs, with crimes taking place which are associated with an open-air drug market. The City proposed to use a coordinated response to the problem, which include adoption of an intelligence-led policing model based on the City's successful C3 initiative in Springfield's North End; increased police presence; community building; situational strategies; and drug treatment and social service programming for community residents.

For the better part of 2014, South End residents, staff members from the City of Springfield's Office of Housing and Economic Development, service providers and law enforcement personnel developed an Implementation Plan for the South End C3 Public Safety Initiative. Strong emphasis was given to community building activities and youth engagement. According to the most recent estimates captured as a result of the Choice Neighborhood planning process, only approximately 25% of parents report that their child participates in any afterschool program. When asked why their children do not participate in out-of-school-time programs, parents most frequently cited transportation, cost, and neighborhood violence.

This RFP solicits proposals from Youth Service Providers in order to increase the percentage of afterschool engagement and will provide youth opportunities that compete with criminal activity. The RFP seeks programs that will lead to engagement of South End parents and youth, and provide leadership development and mentoring to youth involved in the programming.

III. Scope of Work

The Byrne Grant Justice Innovation Youth Service Provider will provide afterschool extra curricula activities for youth between the ages of 5 and 22 who reside in the South End neighborhood of the City. The Youth Service Provider will be closely linked to the overall community building and engagement activities associated with the South End C3 Public Safety Initiative, including neighborhood walks, block parties, and meet-and-greets. A firm understanding of the neighborhood's Implementation Plan and the South End C3 model is expected. Participation at the weekly South End C3 Public Safety Initiative meetings by program staff is strongly encouraged.

Areas of focus will include:
• Helping with creating a safe and secure environment for the residents of the South End by utilizing neighborhood amenities such as Emerson Wight Park and the South End Middle School.
• Youth leadership development and mentoring.
• Ability to offer diverse programming throughout life of the contract.

The Springfield Police Department - South End C3 Police Officers and the BCJI Program Director will make themselves available throughout the duration of this contract to assist in identifying community interest and community need. The Youth Service Provider will be considered a key partner in ensuring the success of the South End C3 Public Safety Initiative given the community building and engagement activities associated with this contract.

d. Grant Period: April 1, 2016 - September 30, 2016

V. Total Funding Available: $80,000
a. The City seeks cost-efficient proposals, and may award less than the full amount available.
b. Funds will be available on a reimbursable basis. Reimbursement requests will be submitted monthly.
c. The grantee must submit monthly cost expenditure reports and back up.
d. This grant does not require matching funds.

VI. Instructions and Conditions
a. Limitations
By publishing this Request for Proposals (RFP), the City of Springfield does not commit itself:
1. To award a contract.
2. To pay any cost incurred by any applicant in the preparation of the proposal submitted.
3. To procure a contract for services or supplies.

The City reserves the right, solely in its best interest:
1. To accept or reject any or all proposals received.
2. To negotiate the scope of the services for an accepted proposal.

b. Proposal Format and Submission Requirements
Proposals must be received by the City of Springfield, Procurement Office, 36 Court Street, Springfield, MA 01103 no later than March 1, 2016 at 2:00 PM. It is theresponsibility of the applicant to deliver, One (1) Original and three (3) complete and tabbed copies of the Technical and Price proposal.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
