Request for Qualifications for Landscape Architect/ Professional Services for Restoration of Ruth Elizabeth Park

At which time the Proposals will be privately opened and read. RFQ documents and specifications will be available for in person during normal business hours at the Office of Procurement beginning on January 14, 2016 or through the City's website; www.springfieldcityhall.com for no charge.

The City is seeking the design services of a qualified person or firm to provide designs, specifications and construction administrative services through the design development, construction document, bidding, construction, and closeout phases of this potential project.

The City of Springfield invites all interested, qualified persons or firms capable of providing the required services, to submit proposals for the development of drawings and specifications for the Restoration of Ruth Elizabeth Park, located between Hancock & Walnut Streets - near Six Corners, Springfield, MA. The park is under the care and control of the Department of Parks, Buildings and Recreation Management (DPBRM). This RFP is not subject to the designer selection law, and will be modeled after a typical M.G.L. c. 30B RFP.

The City will award one Contract to the Consultant that provides the most advantageous proposal to the City. The estimated value of the contract is not to exceed $50,000.00. All questions regarding the RFP or its specifications must be made in writing and received by the Office of Procurement on or before January 28, 2016, by 4:30 PM prior to deadline for proposal submittals (contact: ttheocles@springfieldcityhall.com).

All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
