16-113 - Lease of Space for South End Safety Initiative Program
End date: Friday January 29, 2016 at 2 p.m.The City of Springfield desires to rent office space for a public safety initiative. The building must be located in the City of Springfield\\\'s South End neighborhood. Location must have approximately 1500 square feet of net useable area, including offices, conference space, storage space and bathrooms. Facility must have a minimum of 1,000 square feet.
The City reserves the right to conduct site visits and to request operational information from all qualifying proposals, to verify the information provided and to perform on site evaluation of the proposed spaces. The lease shall commence March 1, 2016.
In order to provide prompt answers to questions, the CPO requests that all proposers submit written questions seven (7) days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the City of Springfield, Office of Procurement. SUMMARY OF SPACE REQUIREMENTS:
LOCATION:BUILDING MUST BE LOCATED IN THE CITY OF SPRINGFIELD\\\'S SOUTH END NEIGHBORHOOD.
USE OF SPACE: THE SPACE WILL BE THE ADMINISTRATIVE OFFICE OF SOUTH END PUBLIC SAFETY INITITATIVE SERVICING SOUTH END RESIDENTS. THE SPACE WILL ALSO SERVE AS A PLACE FOR COMMUNITY MEETINGS, STAKEHOLDER MEETINGS AND CLASSES. THE IDEAL SPACE WILL BE FLEXIBLE TO DIFFERENT USES AND ACCESSIBLE TO RESIDENTS AND STAKEHOLDERS.
AMOUNT OF SPACE:APPROXIMATELY 1,500 SQUARE FEET OF NET USABLE AREA (N.U.A.), INCLUDING OFFICES, CONFERENCE SPACE, STORAGE SPACE AND BATHROOMS. FACILITY MUST HAVE A MININUM OF 1,000 SQUARE FEET AND THE CITY OF SPRINGFIELD WILL NOT PAY FOR ANY AREA OVER 1,800 SQUARE FEET.
TYPE OF SPACE:
1. SUBDIVIDED OFFICE SPACE, APPROXIMATELY FIVE HUNDRED (500) SQUARE FEET.
2. CONFERENCE SPACE. NO MINIMUM SQUARE FOOTAGE REQUIRED PER ROOM.
BASIC TERM OF LEASE: ONE (1) YEAR WITH THE OPTION TO RENEW FOR ONE (1) ADDITIONAL ONE (1) YEAR PERIOD.
UTILITIES: THE COST OF ALL ELECTRICITY, GAS, WATER, SEWER, TRASH REMOVAL SERVICES RELATED TO THE SPACE BEING PROPOSED MUST BE INCLUDED IN THE LEASE. VENDOR MUST HAVE ALL UTILITIES PROPERLY FUNCTIONING FOR OCCUPANCY.
TAXES & INSURANCE: THE COST OF ALL TAXES AND BUILDING INSURANCE RELATED TO THE SPACE BEING PROPOSED MUST BE INCLUDED IN THE LEASE.
DESIGN & BUILD OUT: THE COST OF ANY AND ALL EXPENSES RELATING TO ANY DESIGN AND/OR BUILD OUT MUST BE INCLUDED IN THE LEASE.
PARKING: MINIMUM OF FOUR (4) PARKING SPACES, INCLUDING HANDICAP ACCESSIBLE SPACES.
OCCUPANCY DATE: NO LATER THAN MARCH 1, 2016
The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
