at which time the proposals will be privately opened and logged in the Office of Procurement.
The City is issuing this Request for Proposals for Consultant Services to perform a study on the analysis and appraisal of the present and future elementary school facilities needs for the Springfield, MA Public School District. In addition, the study would describe appropriate facilities in which to deliver a high quality educational program.
This RFP is being conducted pursuant to M.G.L. Ch. 30 B. The term of the contract will be for One (1) year, with Two (2) one-year in length renewal options, to be exercised at the City's sole discretion. Estimated value of the contract is not to exceed $75,000.00 per year.
RFP documents can be requested through the City's website; www.springfieldcityhall.com or in person (during normal business hours) beginning on November 9, 2015 at the Office of Procurement for no charge.
All questions regarding the RFP or its specifications must be made in writing and received by the Office of Procurement on or before November 16, 2015 by 4:00 PM in order to be considered. Responses to questions will be in the form of numbered addenda issued from the Office of Procurement.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
