15-224 - RFP: Third Party Administration of Workers' Compensation & Accidental Disability Retirement Medical

End date: Monday April 27, 2015 at 2 p.m.

The City of Springfield requests proposals from qualified bidders to administer all aspects of its workers' compensation obligations under M.G.L. Chapter 152 for all its past, current and new cases and matters pertaining to medical services under M.G.L. Chapter 32 section 7 Accidental Disability Retirement (ADR), except for providing the services of an attorney to represent the city.

Bidders may submit proposals for Third Party Administration (TPA) to oversee the city's self-insurance status. The selected contractor will hold its bid annual price as outlined in its price proposal for three (3) consecutive years commencing on the date the contract goes into effect and terminates three years from the date said contract commenced.

Contract Period: July 1, 2015 -June 30, 2016 with the option to renew for two (2) additional one (1) year period(s).

All questions regarding bid or its specifications must be received by the Office of Procurement business no later April 17, 2015. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts.
To be eligible for the Third Party Administration (TPA) contract and oversee the City's self-insurance for the purposes of M.G.L. Chapters 152 and 32 ADR, the bidder shall demonstrate experience in the administration of M.G.L. Chapter 152 and associated state regulations as outlined in this RFP. The bidder awarded the contract shall provide the following from a Surety licensed to do business in Massachusetts:

1. Within thirty (30) days of notification by the City that the contractor will actually be making payments (as detailed in the scope of services) on behalf of the City for indemnity, fees, agreements and/or medical services, the contractor shall post a payment/performance bond for payment services provided to the City in the amount of $1,000,000.
2. Prior to the execution of the contract, the contractor shall provide a certificate of insurance in the amount of $1,000,000 per occurrence and $10,000,000 in the aggregate and outlining policy limits and information relative to Errors and Omissions coverage and who is covered within thirty (30) days of the bid award by the City.

The bidder, as well as each of its employees providing TPA services to the City, shall be duly licensed, registered or otherwise qualified, if so required by Massachusetts law or regulation, to perform the services described in this RFP.

The City of Springfield, Massachusetts acting through its Human Resources and Labor Relations Department is accepting sealed proposals from all qualified bidders to administer all aspects of its workers' compensation obligations under M.G.L. Chapter 152 for all its past, current and new cases and matters pertaining to medical services under M.G.L. Chapter 32 section 7 Accidental Disability Retirement (ADR), except for providing the services of an attorney to represent the City.

The Proposer is expected to examine carefully the proposed work, the Request for Proposal documents before submitting a proposal. The submission of a proposal shall be prima facie evidence that the Proposer has made such examination of the documents. No allowance will be made for any claim that the proposal is based on incomplete information.
