at which time the bids will be publicly opened and read. Bid documents and specifications will be available at no charge beginning March 25, 2015, at the Office of Procurement from 9:00 A.M. to 4:30 P.M. Please refer to the bid number and opening date when requesting.

The Department of Parks, Buildings & Recreation Management, Facilities Division, is seeking Contractors to perform General and Emergency Electrical services on an on-call basis at various City locations. The Contract will be a price agreement for an as needed, on-call basis. Chapter 149 requires that the Contractor be certified by the MA Division of Capital Asset Management (DCAM) in the following category of work: Electrical.

The City intends to award a contract to up to three (3) vendors that are the lowest responsible and eligible bidder(s). The estimated value of the contract(s) is Seven Hundred Fifty Thousand Dollars ($750,000.00) per year or 3000 hours. The City will retain Two (2) one-year renewal options to be exercises at its sole discretion. The bid is governed by Massachusetts General Laws (MGL) Ch. 149 and other procurement statutes.

All questions regarding bid or its specifications must be received by the Office of Procurement at least seven business days prior to bid opening, or April 2, 2015.The City of Springfield goal of twenty (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
