Department of Capital Asset Construction and DPBRM

Sealed bids for a Prime Contractor contracts are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes and reflects the changes of Chapter 193 of the Acts of 2004 relative to M.G.L.c.23A &44. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, "General Building Construction."

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM on April 10, 2015, at which time they will be publicly opened and read.

Sub Bids will be accepted at the Office of Procurement (Room 307 City Hall) until 12:00PM on April 1, 2015, at which time they will be publicly opened and read.

The project will consist of demolition, site work, and construction of an approximately 11,935 square foot pre-engineered metal building with interior construction and infrastructure systems for a new Skill Technical training Facility in Forest Park. Estimated cost of the project is $2.5 Million Dollars. The Sub-Bidders must be certified by the State Division of Capital Asset Management in the following categories: Masonry, Plumbing, HVAC, Fire Suppression, and Electrical.

A Site Visit has been scheduled for 3/25/15, at 10:00 A.M., at Pony Road, Forest Park in Springfield. Bidders are strongly encouraged to attend the site visit. Contact: My-Ron Hatchett at (413)784-4748 with inquiries concerning the pre-bid conference.

Bid Forms and Contract Documents will be available for download at www.biddocsonline.com on March 18 2015 for a deposit of $50.00 (may be viewed electronically and hard copy requested) or at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167). Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to BidDocs ONLINE Inc. to cover mail handling costs.

All questions regarding bid or its specifications must be received by the Office of Procurement at least seven business days prior to bid opening, or April 3, 2015. The City of Springfield REO M/WBE rules apply to this project. Massachusetts Division of Occupational Safety Prevailing Wage and Federal Davis Bacon Wage rates may apply.

The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
