15-166 - Purchase and Redevelopment of 120 Mill Street

The City of Springfield, is requesting proposals for redevelopment of a residential parcel on 120 Mill Street.

The City will entertain offers that equal or exceed the City's determination of the fair market/minimum price of the property. MINIMUM BID PRICE IS $1,000.00. The Assessed value is $213,000.00. The house has been abandoned for several years and is not currently habitable.

DEVELOPMENT CONCEPT

The City is interested in proposals which will renovate this historic one-family house to its appearance as shown in the 1939 photo and as approved by the Springfield Historical Commission. Especially important are removal of the one-story cinderblock addition and removal of artificial siding from the original house.

The City is interested in proposals which will renovate 120 Mill Street as an owner-occupied single-family house. The City will consider creating a second apartment in addition to the owner unit. Rental and institutional uses such as group homes, churches, and schools, will not be allowed.

DEVELOPMENT INCENTIVE

This property is in the Maple Hill Historic District. Income producing projects may qualify for the federal and state 20% tax credit for historic rehabilitation.

In addition the CITY is making CDBG funds available to be used for exterior repairs. No income restrictions are applied to these funds. CDBG funds will be an interest free, forgivable loan not to exceed $50,000 for EXTERIOR improvements only. The loan will be paid out as reimbursement of expenditures. The loan will be forgiven upon issuance of a Certificate of Occupancy by the Springfield Building Commissioner. The developer will be expected to comply with all requirements of the CDBG program, under the Department of Housing & Urban Development (HUD).

It is important to note that this funding opportunity will expire on June 30, 2015, thus proposers must be prepared to begin exterior work immediately upon transfer in order to utilize this funding. All work must be complete and invoices submitted by this date in order to qualify reimbursement.

The proposed development should minimize other public expenditures and not require ongoing public operating subsidies.

LOCATION AND SITE INFORMATION

120 Mill Street was constructed circa 1890 as a single-family house. It has two and a half floors, plus basement. The first and second floors each contain 1,798 square feet. The property is zoned Residential C.

Open houses will be held at 120 Mill Street during the following times:

Friday, February 6th at 10:00 AM

Visitors must sign an indemnification agreement prior to entering and should be prepared with sturdy footwear and flashlights for each person entering. Visitors should arrive promptly as building will only be open as needed, starting at 10:00 AM.

In addition to the open house, questions regarding the RFP may be submitted in writing to the Office of Procurement. In order to provide prompt answers to questions, the Office of Procurement requests that all proposers submit written questions seven (7) days prior to the RFP response deadline. Accordingly, questions must be received in writing only at the Office of Procurement not later than February 23, 2015 at 4 PM.
