The Department of Parks, Buildings and Recreation Management & the Office of Housing and Neighborhood Services requires a contract(s) with a qualified vendor(s) to establish prices to supply services to maintain municipal and school property sites in Springfield. The contractor will supply labor and equipment to mow, trim, snowplow, sand, salt and dispose of debris from school properties, parks, libraries, terraces, traffic islands and other real estate. The initial term of the contract is one year. The City retains to option to extend the contract for two, additional one-year periods. The contract is estimated at $1,500,000.00+ annually. Bid may be awarded as a total award to one vendor or option of awarding one (1) contract for snow removal and deicing and one (1) contract for landscaping, debris removal services.

The work of this contract is governed by the state prevailing wage rate schedule and federal Davis Bacon wages in the specifications for category of debris removal (equipment Use non-construction). All bidders are advised that the City of Springfield encourages the use of minority and women owned business enterprises (MWBE) and expects a good faith effort to comply with the City\'s goal of twenty (20%) MWBE participation.

The Chief Procurement Officer, Lauren Stabilo reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
