at which time the proposals will be privately reviewed in the Office of Procurement. RFP documents and specifications will be available at no charge on Tuesday December 15, 2014.

The City of Springfield Massachusetts (the "City") through its Department of Parks, Buildings & Recreation Management-Facilities Division ("Facilities") invites all interested, qualified persons or firms capable of providing consulting services for an Organic Land Management Pilot Program to submit proposals for the development of a transitional program for managing green space and particularly grass. This will be implemented by a series of pilot projects at selected properties around the City. Synthetic and chemical use will be phased out and replaced with alternative materials. This RFP is subject to M.G.L. c. 30B.
The City will award one Contractor to the Consultant that provides the most advantageous proposal to the City. The initial term of the Contract will be one year, but will contain two (2) one-year renewal options, to be exercised at the City's sole discretion. The estimated value of the contract is not to exceed $15,000.00.

The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all proposals if it is in the public interest to do so.

All questions regarding the RFP or its specifications must be received by the Office of Procurement on or before December 31, 2014 by 4:00 PM prior to deadline for proposal submittals.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
