Sealed bids for a Prime Contractor contract and a Filed Sub-Bid contract are requested through the Office of Procurement. Bidding procedures are per Massachusetts General Laws (M.G.L.) Chapter 149 as amended and other applicable statutes and reflects the changes of Chapter 193 of the Acts of 2004. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, "General Contractor." All Sub-Bidders must be certified by the State Division of Capital Asset Management in the category for which they are bidding.

Bids for Prime/General Contractor will be accepted at the Office of Procurement (Room 307 City Hall) until 2:00PM on October 7, 2014, at which time they will be publicly opened and read.

Bids for All Sub-Bidders will be accepted at the Office of Procurement (Room 307 City Hall) until 12:00PM on September 23, 2014, at which time they will be publicly opened and read.

This project is the Pine Point Library Conversion. Work includes both interior and exterior renovations, and includes: asbestos abatement, cutting and patching, brick masonry, insulation and joint sealants, doors, frames, and hardware, grazed aluminum doors and storefront, gypsum board assemblies, tile, acoustical tile ceilings, resilient flooring and base, carpet tile, painting, plumbing, fire protection, HVAC, and electrical.

Prime/General Contractor be certified by the State Division of Capital Asset Management in the category; "General Contractor." The Sub-Bidder must be certified by the State Division of Capital Asset Management in the following filed sub bid categories; Acoustical Tile, Fire Protection/Sprinkler Systems, Plumbing, HVAC, and Electrical. Estimated cost of the project is One Million Two Hundred Thousand Dollars ($1,200,000.00). A Site Visit has been scheduled for September 10, 2014 @ 10:00 A.M., 204 Boston Road, Springfield MA. Bid Forms and Contract Documents will be available Thursday, September 4, 2014 at www.BidDocsOnline.com (may be viewed electronically and hardcopy requested).

There is a refundable plan deposit of $50.00 per set for each project (maximum of 2 sets) payable to BidDocsOnline Inc. Deposits must be electronically paid or must be a certified or cashiers check.

The City reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
